Fulfilling the Promise Report Card. In October 2004, the Fish and Wildlife Service (FWS) published a progress report on implementation of the goals set in the 1999 vision publication "Fulfilling the Promise." The FWS addressed 42 individual goals in that report. The Chief of the Refuge System in the forward stated, "We've made incredible progress."
